Incumbent is responsible for the production aspects of multiple construction projects and is accountable for: producing quality work that is constructed consistent with the standard's set forth in the project's contract documents; for performing the work in a timely and cost-effective manner and for maintaining a work environment that is safe. Additionally, this role serves as a point of contact for all Barrow-based operations, ensuring coordination across projects, subcontractors, and administrative/support services functions.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Manage and coordinate multiple small-scale construction projects with varying scopes.
Manage the day-to-day field activities to ensure that the project milestone dates and overall schedule completion date is met
Manage workforce including interviewing & hiring crew, training employee; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Create short-interval look-ahead project schedules that make sure that upcoming events are communicated, tracked and are being proactively attended to.
Create and maintain a culture that values safety, health and cleanliness.
Manage and coordinate the work to ensure that it is constructed in an orderly and deliberate manner that is consistent with the standard-of-care set forth in the contract documents that is viewed by industry as an effort that is consistent with best-practices standards.
Coordinate and communicate with subcontractors to ensure alignment with project goals.
Establish and maintain all dimensional controls for the project to include the use of third party survey and layout personnel when appropriate.
Identify issues that could lead to problems and facilitate solutions.
Ensure all aspects of the project are compliant with contract terms and legal requirements that govern the project and the community in which the project(s) takes place.
Administer client specific programs, such as CQC, Safety, Environmental Stewardship.
Support pre-construction activities including constructability reviews, material take-offs, site assessments, logistics planning, resource allocation, and travel to other villages within the region.
Conduct and/or attend pre-construction, progress and other project and staff meetings being used at all times to prevent avoidable rework.
Manage the punch list and project closeout process to assure timely completion.
Administering contracts, subcontracts, purchase orders and other agreements to ensure that the scope, terms and conditions are consistently and proactively being met.
Develop and submit daily project reports across all active projects.
Maintain other daily paperwork to include timecards, equipment use, material receiving, and required correspondence.
Submit material requisitions and track deliveries
Coordinate with Barrow Administrative Supervisor on workforce travel, housing, and transportation needs
Provide timely and cordial interaction with supporting work groups, such as Accounting, HR, Payroll, and MIS.
Hold regular status/safety meetings with project team(s) and inform them of relevant matters.
Effectively direct questions and issues from the field to the appropriate party.
Resolve and/or report project/personnel issues in a timely manner.
Tactfully communicate difficult and/or sensitive information.
Performs other related duties as assigned.

Knowledge of construction means and methods associated with the renovation and construction of commercial and institutional buildings and site work related thereto.
Knowledge of civil, architectural, mechanical and electrical work.
Knowledge of building systems including, electrical, plumbing, HVAC, fire alarm, with the ability to investigate Operations and Maintenance manuals to schedule routine maintenance and build an inventory of critical spares.
Ability to prioritize and multi-task to meet assigned deadlines.
Ability to maintain confidentiality.
Ability to establish a professional work environment that includes: fostering a positive atmosphere, promoting proactive and effective communication, facilitating problem solving and for minimizing and resolving conflict in a constructive manner.
Strong organizational and multi-tasking skills to manage multiple projects simultaneously.
Ability to work independently in a remote environment with minimal supervision.
Experience coordinating logistics and operations in remote or rural locations.
Familiarity with project management tools and reporting systems.

QUALIFICATIONS
Required
Associate degree in Construction Management or similar field.
Journeyman status in a building trade (i.e. Carpenter) may substitute for the associate’s degree.
Ten (10-15) years of experience with progressively increasing responsibility supervising construction projects with a commercial and/or institutional general contractor engaged in general building and civil construction.
Skill in the use of spreadsheet design systems, Microsoft Office, and software used in the construction industry at an intermediate level
Ability to self-perform minor construction activities to include framing, fabrication, welding, and equipment operating.
Valid driver’s license with an acceptable driving record.
Current or ability to obtain the OSHA 30 hour Construction within 90 days of hire.
Ability to complete Supervisor Signs and Symptoms training within 90 days of hire.
Current or ability to obtain First Aid/CPR/AED within 90 days of hire.
Ability to obtain any clearances required for the position, including access to military installations.
Ability to obtain any medical clearances required to perform the essential functions of the position.
Preferred
Experience in government contracting construction.
CDL and/or experience operating equipment

Manual Dexterity
Use of hands and fingers to operate tools, radios, mobile devices, and computers
Writing, typing, and handling paperwork in field conditions
Visual and Auditory Requirements
Good vision and hearing to observe work, read plans, and communicate effectively in noisy environments
Ability to distinguish colors, markings, and safety indicators
Communication and Coordination
Clear verbal communication in person and over radios or phones
Coordinating physical tasks with teams in dynamic environments
Mental and Physical Stamina
Ability to work long hours, including weekends or evenings during peak project phases

WORK ENVIRONMENT

The primary work environment is spread across the community of Barrow and project sites can vary between a full-scale construction site on the outskirts of the community to a site within a residential area. The noise level in the work environment usually varies. While performing the duties of this job, the employee may be occasionally exposed to outside weather conditions and may be required to travel in small and large commercial aircraft.
The candidate should expect to spend the necessary amount of time every day in an office environment to develop project reports, coordinate with various internal and external stakeholders, review operational and project specific documentation and attend meetings while also expected to physically travel to the various project sites and visually observe workforce activities, troubleshoot, perform safety observations, and provide feedback to project crews.
